Batangas State University, The National Engineering University (BatStateU The NEU), President Dr. Tirso A. Ronquillo was formally conferred the prestigious International Professional Engineer (IntPE) designation during the 1st International Professional Engineer Conferment Ceremony held under the auspices of the Philippine Technological Council (PTC) and the International Professional Engineers Register Philippines last May 23, 2026 at the Claret Auditorium in Diliman, Quezon City.
Carrying the theme “Upholding Excellence And Integrity In Engineering”, the ceremony marked a historic milestone for the Philippine engineering profession as 102 Filipino engineers from various disciplines were inducted into the International Professional Engineer Register — the first batch of Filipino engineers to receive the globally recognized credential. The conferees represented diverse engineering fields including electronics, chemical, industrial, metallurgical, mechanical, civil, and electrical engineering. Their conferment signifies international recognition of professional competence, extensive industry and academic experience, ethical practice, and commitment to continuing professional development. Dr. Ronquillo, endorsed by the Institute of Electronics Engineers of the Philippines (IECEP), successfully underwent a rigorous evaluation process including documentary validation of engineering practice, professional assessment, and a panel interview conducted by the Engineering Registers Board of the PTC. The IntPE designation is aligned with internationally benchmarked standards that promote professional mobility and recognition across participating economies. Accordingly, the International Professional Engineer Register serves as a global benchmark of engineering excellence, recognizing professionals who have demonstrated substantial engineering practice, leadership, ethical standards, and sustained competency in their respective fields. The conferment reflects the increasing global competitiveness of Filipino engineers amid rapid technological transformation and growing international demand for highly qualified engineering professionals.
During the ceremony, Dr. Ronquillo delivered the acceptance speech on behalf of all Electronics Engineering conferees, emphasizing the evolving responsibility of engineers in shaping innovation-driven and sustainable societies, stating, “As engineers, we are called not only to innovate, but to ensure that innovation remains responsible, inclusive, and responsive to the needs of humanity.” He further underscored the growing significance of Electronics Engineering in driving communication systems, intelligent infrastructure, automation, artificial intelligence, and digital transformation across industries — areas that continue to shape modern economies and societal development. The conferment also highlights the important role of higher education institutions in advancing globally competitive engineering education and innovation ecosystems. Under Dr. Ronquillo’s leadership, BatStateU The NEU has advanced major institutional initiatives in outcomes-based engineering education, international accreditation, and innovation ecosystems including the development of the Science, Technology, Engineering, and Environment Research (STEER) Hub and the Knowledge, Innovation, Science and Technology (KIST) Park. These initiatives have strengthened research commercialization, Industry 4.0 integration, smart and sustainable technologies, and industry–academe–government collaboration.
An accomplished engineering educator, innovation leader, and academic executive, Dr. Ronquillo has consistently advanced engineering education reform and institutional quality assurance, aligned with global academic standards and national development priorities. The recognition of Dr. Ronquillo and the pioneer batch of IntPE conferees reinforces the vital contribution of Filipino engineers in addressing complex global challenges, advancing digital transformation and sustainable development, and strengthening the Philippines’ participation in the international engineering community. It underscores the country’s growing capacity to produce globally competent engineers who can contribute to both national progress and international development.
