“Ang tunay na lakas ng kooperatiba ay nanggagaling sa pagsasama-sama ng mga tao, ng kanilang mga kakayahan, puhunan, panahon at kaalaman. Kapag nangyari ito, mas magiging matatag sila at mas maraming matutulungan. (The true strength of a cooperative comes from people coming together — pooling their skills, capital, time, and knowledge. When this happens, they become more resilient and are able to help more.)” This was emphasized by Batangas Governor Vilma Santos-Recto during the province's successful staging of the 20th Southern Tagalog Cooperative Congress (STCC26) at the Lipa City Convention Center in Lipa City, held last October 7-9, 2026.
The Provincial Government of Batangas — through the Provincial Cooperative and Livelihood Enterprise Development Office (PCLEDO) led by its head Celia Atienza — served as the primary host of the gathering, in partnership with the City Government of Lipa under Mayor Eric B. Africa. It was attended by leaders and representatives of cooperatives from across the CALABARZON region to discuss measures and strategies aimed at strengthening the cooperative sector and expanding its contribution to overall economic development. Centered on the theme “Convergence Of Coop Champions: Advancing Economic Growth And Institutional Development Of Cooperatives”, the congress emphasized the importance of unity, knowledge sharing, and collaboration in the growth of cooperatives. Over the course of three days, discussions were held regarding the programs and projects of various government agencies including the Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Science and Technology (DOST), and Department of Labor and Employment (DOLE). The management and regulation of cooperatives was also discussed as well as opportunities to secure financial support from the Land Bank of the Philippines (LBP), the Development Bank of the Philippines (DBP), and the Small Business Corporation. The congress concluded with interactive plenary sessions involving the Cooperative Development Authority (CDA) as well as the presentation and adoption of the Southern Tagalog Cooperative Development Council (STaRCDC) Strategic Plan for 2026–2028. In her remarks, Atienza noted, “We take pride in what we are accomplishing beyond the province’s borders; yet, this would not be possible — I could not achieve this — without the steadfast support of our governor [Gov. Vilma Santos-Recto]. We can proudly say that the cooperatives in Batangas are truly robust. This is precisely what we aim to establish.” She further emphasized the necessity of strengthening cooperative development councils — not only at the national and regional levels, but also at the provincial, city, and municipal levels, stating, “This is not just for the national council or the regional level; we also want to strengthen the cooperative development councils at the provincial, city, and municipal levels. Let us demonstrate that we, at the local level, are indeed partners of the national agency in advancing the cause of our cooperative sector.”
It may be recalled that during Gov. Santos-Recto’s 2026 State of the Province Address (SOPA), the PCLEDO proudly announced that the Province of Batangas had the highest number of entities that met established standards and were awarded a Certificate of Compliance within the entire CALABARZON region. Furthermore, thanks to the unwavering focus and support of the provincial government, Batangas has recorded three "billionaire" cooperatives — the highest number in the entire Region IV-A. From July 2025 to June 2026, a total of ₱17.5M (17.5 million pesos) in Cooperative Loan Assistance was granted while the Provincial Capitol also extended Individual Livelihood Assistance amounting to ₱2.05M (2.05 million pesos). Meanwhile, under the continued guidance of Gov. Santos-Recto and her H.E.A.R.T.S. Program, the provincial government remains steadfast in promoting initiatives designed to strengthen the capacity of cooperatives and create more opportunities for the livelihoods and development of the people of Batangas.

SM Retail officially integrated the pioneer batch of the SM Foundation’s Upskill-To-Work Scholarship Program into its workforce following a Recognition and Send-Off Ceremony held last October 5, 2026 at the company’s headquarters in Pasay City. Seventeen scholars completed two months of intensive training led by SM Retail’s HR and Training team, earning TESDA-accredited NC II Retail Customer Service Certifications. The graduates have now been deployed across SM Retail stores and business units throughout Metro Manila.
The program bridges a critical employment gap for senior high school graduates and first-time jobseekers who face barriers due to a lack of prior work experience, aligning with SM Foundation’s mission of empowering youth through career development by providing scholarship opportunities. Beyond retail operations and customer service, the curriculum emphasizes workplace professionalism and values formation to ensure high-quality customer experiences across SM stores. During the ceremony, scholars received certificates of completion and special awards including the DELITE Champion, Customer Service Star, Future Leader Award, and Attendance Excellence Award. The event concluded with a Commitment Ceremony where graduates recited their pledge to uphold dependability, coachability, and service excellence on the retail floor. Reflecting on the journey, scholar speaker Rizlyn Poringuez likened the training to building a solid foundation, sharing, “A building does not stand because of what people see on the outside, but because of what is underneath it, solid enough to carry the weight.” For fellow graduate Andrea Mae Gallego, the program provided a vital pathway into the workforce. “It was hard to find a job because most employers look for experience. Now, after our training, I feel ready for the professional world.” For Kyle James Oga, the transformation was personal: “Before entering this program, I doubted myself. Now that I’ve graduated, I have this newfound confidence that I know I can succeed.”
SM Retail Mentors and leaders emphasized the sustainable impact of early-career intervention. SM Retail Vice President for Human Resources Maria Teresa Portillo encouraged the graduates to serve as catalysts for growth within their teams. “You are the leaven — the element that helps everything rise,” said Portillo, urging them to embrace continuous learning and resilience. SM Foundation Vice President for Scholarship Programs Eleanor Lansang reminded scholars to align their ambitions with the vision of SM’s late founder Henry Sy Sr., stating, “Always dare to dream like our founder did, you never know where life takes you as long as you persevere. This is just the beginning of what you can achieve.”
