The pandemic has forced schools to deploy various modalities to deliver education to students. As access to different technologies varies per area and per family, the Department of Education (DepEd) has been implementing paper-based modules as the standard of learning delivery throughout the past school year. However, DepEd NCR's leadership team believes that adding television-based instruction to the modular delivery can enhance learning effectiveness especially to students in the Kinder to Grade 3 levels. Hence, a partnership was formed and forged with Solar Learning and Thames International School.

The said partnership will have the Solar Learning production team and DepEd's content developers working hand-in-hand on producing DepEd-approved modules on television. On the other hand, Thames International School will focus on training teachers on how to use the medium of television as an instructional tool. All produced content will be aired on Solar Entertainment Corporation's digital terrestrial television channel known as Solar Learning DepEd NCR. The solution of a television-based instruction comes as a welcome development as face-to-face classes in many areas were still not possible at the time.

During the Memorandum of Agreement (MOA) signing between and among the three organizations, DepEd NCR Regional Director Wilfredo Cabral stated, “TV-based instruction is the most accessible, appropriate and responsive learning delivery modality for the first key stage of learning supplemented by printed modules to develop the psychomotor skills of the learners.” “Through this venture with our partners, Solar Entertainment aims to alleviate the worry of parents who cannot afford online learning for their young children due to limited resources and lack of Internet connectivity. This is a great opportunity for us to show that TV is an affordable and far-reaching medium to entertain and educate,” said Solar Entertainment Corporation Chief Executive Officer Wilson Tieng. Thames International School President Joel Santos adds, “This partnership is a wholistic solution to the challenges our teachers, students, and their families face. All bases are covered from curriculum development, access via TV broadcast and teacher training to ensure that our students are able to learn effectively despite the pandemic."

The Department of Education (DepEd) is calling out and encouraging Filipino documentarists to take part in the 5th DokyuBata and create quality and child-friendly documentaries for television. This year's DokyuBata is seeking documentary enthusiasts aged 12-17 years old for the Children's Division, 18-23 years old for the Young Adult Division and 24 years old and above for the Adult Division.

The National Council for Children's Television (NCCT), an attached agency of DepEd, created DokyuBata in 2017 to provide an avenue for aspiring young television documentarists to showcase their skills and expose them to good documentaries. This year's edition of DokyuBata will be done virtually in response to the country's battle against the COVID-19 pandemic and will introduce five differently significant activities to develop the prior talents of the participants. These are the DokyuBata Masterclass which is open to interested learners and teachers who want to craft their own documentaries, the DokyuBata Rewind featuring select documentaries from the past editions to make participants aware of the impact of the competition, the DokyuBata Classroom which is a workshop and talkback session exclusive for the Top 10 finalists of the competition on how to revise and promote their documentary, a three-day DokyuBata Virtual Screening featuring the finalists' enhanced works and the DokyuBata Awarding Ceremony.

All the activities of the 5th DokyuBata will take place on the official online channels and pages of the National Council for Children's Television (NCCT). Aspiring participants may submit their entries via e-mail at ncctdokyubata@gmail.com. This year's DokyuBata is free and interested participants may not need to require fees if they want to take part. "We want our learners to become more discerning in studying and interpreting media materials in television and social media, especially now that they are more exposed to these platforms," said Education Secretary Hon. Leonor M. Briones. Briones added, "With this initiative, we can instill values, knowledge, and creativity to our learners so they can be better media advocates."
