The blessing and inauguration of the new city hall in Lipa City marks the beginning of a new era of governance in the city and a defining moment in its continued transformation as a center of governance and a growing hub of economic and cultural vitality. Located within Areza in Bulacnin along Leviste Highway which is an emerging modern business district, the new city hall represents more than just a transfer of administrative offices; it symbolizes a forward-looking vision of inclusive growth, accessibility, and civic pride. This accommodates the growing needs of Lipa which shows promising growth throughout the years in terms of economy — from the number of administrative units and employees to the businesses and revenues. 

First announced in 2021 followed by the beginning of its construction in the latter part of 2022 made possible through Ayala Land Inc., the new Lipa City Hall carries a clear aspiration to build a government space that reflects the evolving needs of its people. As the city continues to expand beyond its historical core, the city hall's relocation to Areza positions the city government closer to new residential, commercial, and business developments bringing services nearer to a broader segment of the population across the province. The blessing and inauguration ceremony itself held last April 8, 2026 stands as a moment of gratitude and hope led by Msgr. Fred Madlangbayan and seven priests representing the Archdiocese of Lipa alongside key religious leaders in the city and with the graceful presence of Lipa City Mayor Eric B. Africa, Lipa City Vice Mayor Mikee Morada, Batangas 6th District Representative Congressman Ryan Santos-Recto, city council members, local government officials and department heads, business leaders, top officials of different non-government organizations, and key officials and student council representatives of various schools, colleges, and universities across the city, uniting not only as a reminder that progress is a team sport, but also as a powerful statement of where Lipa City is headed. This celebrates not only the completion of a major infrastructure milestone but also the shared effort of leaders, planners, and the community who envisioned a more connected and progressive Lipa. By situating the city hall within a master-planned district, the local government strengthens its role as a catalyst for development and in encouraging investment, creating opportunities, and ensuring that growth is felt across different sectors of society. Designed by the renowned firm Royal Pineda +, the complex introduces a refreshing approach to civic architecture. Its 72 elevated blocks, representing the city's 72 different villages (barangays), are thoughtfully arranged to foster openness and movement, with grand lobbies that welcome the public, spacious hallways that ease daily transactions, and lush pocket gardens that soften the urban environment. These design elements go beyond aesthetics but they create spaces where people can interact, collaborate, and feel a sense of belonging. 

What makes the new Lipa City Hall extra special is that it is fully locally funded — not a single centavo borrowed from national government — which says a lot about how well the city is being managed, has a pandemic-ready design built with health and safety baked right into the structure so no matter what happens, public services keep running smoothly, and a people-first layout where its open halls and green spaces make the local government feels less like a chore and more like a community experience. As Mayor Africa put it: “The New Lipa City Hall mirrors our ambition for a smarter, more progressive city. It is a symbol of community pride and our commitment to bringing world-class service to every Lipeño.” It is a powerful reminder that the Lipa City government exists for its people, not apart from them. In this way, the new Lipa City Hall becomes more than a place for paperwork and governance. It is a civic space where community ties are strengthened, accessibility is prioritized, and the identity of Lipa as a progressive yet deeply rooted city is expressed. The integration of greenery and human-centered design reflects a broader commitment to sustainability and well-being, aligning with global standards while remaining distinctly local in character. “Our new City Hall is Instagrammable and selfieable. It is innovative and world-class. It embodies the patriotism and pride of Lipeños. We hope that the new City Hall will become one of the iconic landmarks of Lipa that will give a sense of identity to our city,” said Mayor Africa. On the other hand, the old city hall in Maraouy will continue to house social services including the City Health Office, City Social Welfare and Development Office, a portion of the City Community Affairs Office, City Barangay Affairs Office, Public Employment Services Office (PESO), City Agriculture Office, and Mayor Eric B. Africa Action Center. 

Ultimately, the blessing and inauguration of the new Lipa City hall is a celebration of regional pride, affirming Lipa’s role not only as a key city in Batangas but as a model for how local governments can evolve while embracing innovation and staying grounded in service to the people.
