Traffic congestion in Lipa City may soon see a smarter and data-driven solution after the DOST (Department of Science and Technology) CALABARZON approved the implementation of the “AI-Powered Traffic Analytics and Decision Support System For Sustainable Mobility And Traffic Decongestion In The City Of Lipa” which the agency formally conveyed to the city government last May 19, 2026. The project forms part of the collaboration between DOST-CALABARZON and the City Government of Lipa under the Smart and Sustainable Communities Program, making Lipa the first local government unit in Batangas province to implement the initiative.

DOST-CALABARZON officials led by Engr. Francisco R. Barquilla III and Ms. Felina C. Malabanan met with Lipa City Mayor Eric B. Africa to personally deliver the news regarding the project approval. The signing of the Memorandum of Agreement will serve as the next step toward implementation. Through the project, the City Government of Lipa secured counterpart funding support under the DOST Grants-in-Aid Program for the deployment of SEERMO, an AI-assisted urban mobility analytics platform that processes existing CCTV data, administrative records, and targeted field validation activities to generate accurate and objective traffic analytics. The city currently relies on manual observation, fixed traffic signal timing, road widening, and alternate routes to address congestion. However, the absence of integrated and objectively analyzed traffic data limits the local government’s ability to identify congestion patterns and develop long-term mobility solutions. SEERMO will allow the city to analyze traffic flow, vehicle volume, congestion points, and mobility behavior using AI-assisted methods and transport planning practices. The platform aims to help reduce average peak-hour travel time along major roads by 15 to 20 percent while improving traffic management and public safety interventions.

The project also seeks to strengthen institutional planning capacity within the local government by promoting transparent, science-based, and data-driven decision-making. Through integrated analytics, the city can formulate policies and mobility interventions supported by measurable and defensible data. Beyond traffic decongestion, the initiative supports economic productivity, investment competitiveness, reduced fuel consumption, and lower carbon emissions, reinforcing Lipa City’s direction toward smarter and more sustainable urban development.
