There's a good reason behind the full name as it bears an easter egg-esque fact about the original game. When it was released in the West, the original game was a stand-alone one and simply named NieR. However, in Japan, there were actually two titles: NieR Gestalt for the Xbox 360 and NieR Replicant for the PlayStation 3. NieR Gestalt, which is the Western release of the original game, revolves around a middle-aged man in the distant future attempting to cure his daughter from a deadly illness. On the other hand, Replicant features a younger protagonist trying to save his younger sister. As such, it will be essentially the first time that NieR Replicant will become available in the Western markets.
As for the version number, you may prefer calling the new version more of a rebuild rather than a remake or remaster as stated by the developers during their conversations. There will be numerous updates regarding the game's elements including a re-recorded score featuring completely new tracks from Keiichi Okabe, re-recorded voice acting, a new character and possibly a brand new ending. In addition to the NieR Replicant re-release, Square Enix announced a brand new NieR game for Android and iOS mobile devices entitled NieR Reincarnation. Details about the game are yet to be revealed soon, but the NieR mobile game was introduced through a trailer similar to that of Replicant vaguely showing glimpses of a decaying world like previous games.
No release date is revealed for both NieR Replicant and NieR Reincarnation, but the developers are aiming for within the year to keep up with NieR's tenth anniversary defined by NieR Automata which sold over five million copies worldwide since its release in 2017.
